No wonder I was getting puzzled why everything was shooting at Hailfall. Usually they all shoot Ragnarl...apparently Taunt effects are bugged -- see forums.
I was getting very weird results on Idolator too. I'd go into a mission, with chilling aura on, and...I could stand around long enough and stuff flee from me...?
Chilling aura used to make them stick to me like rice paper coated with honey. Now I couldn't even taunt them back. In fact, I could stand around and just taunt them and they will flee.
Fortunately, Nemesis are fear resistant eh?
Was getting horribly spit at when we were fighting zombies too... kind of puzzling but makes sense now.

Um, maybe you could link to where taunt effects are bugged in the forums?
Don't find anything about it...I see one dead horse taunt thread in the tanker forums, and the official taunt change thread is full of fire tanks whimpering about burn - which granted, may have something drastically wrong with it.
I kinda like the new taunt, because now challenge has a little bit of use again for my lazy Ravenhill, I can taunt the runner and he'll stop and turn around at the very least, if not run back. Head out of LOS and mountain comes to Mohammed. Makes me feel better about not picking up touch of fear cos I wanted a ranged single-pull option.
On Ragnarl, taunt seems to be working fine. Granted, this is observations at level 33. What I taunt is attracted by me, comes running as much as AI allows. What I don't taunt, immediately decides to go beat on the squishy who walks within range of them. Which is what Hailfall did a few times before my Granited taunt recharged fast enough to grab 'em.
If my mudpots hits them, and keeps hitting them, I have them for good. If I move my mudpots away from them, then the inherent taunt lasts for a while and can wear off.
Pots is not +Fear though. Is Chilling Embrace +Fear? I think more like there is a problem with the fear effect than taunt.
I would guess that the Cloak of Fear change wherein some mobs cower and some mobs run is overlapping on other +Fear powers... Like burn.
If the mob is feared enough and takes off from hero-induced fear, then I4 taunt apparently does absolutely apeshit to get them back. Hence the major moaning from the fire tankers.
It would be interesting to test this with a Rainer. Someone rain of fires, and then I'll see if I can pull them back like I'm supposed to be able to do with I4 taunt. Freezing rain may not be as good a combi with the +slow, but...welp...beggars can't be choosers?
Oh, and the reason(s) you kept getting zombie spit?
Level 17 tank - Possibly my taunt-foo wasn't totally strong, I'm used to relying on mudpots to hold close aggro now.
Secondly, my tank-armor-fu wasn't strong either, and I wasn't about to go suicide taunt to save a 'troller stranger.
So no, I wasn't completely crowd controlling, and I knew it. I kept aggy on what I could...just about...maybe...thought I could... handle. Ie. about 80%.
And oh, controller starting off with a non-100% area sleep when tank is half empty on end and stamina-less is not the best way for your tanker to get in maximum taunt position.
I was in "WTF?" reaction mode approximately 75% of the time. Little wonder why I dropped mobs.
No one died. I'd have to count it as a success, thank the debuff defender, and give one to the footwork skillz of the controller. Before you came over, he hit a sliver of red and was really close to death. I had to pick up root, and superjump over to taunt that one last zombie chasing him. It's a good thing vahz don't chase far or fast.
Sleep is really hopelessly useless in the standard team situations. When aggy control and damage dealer comes in AoE packets, how are you supposed to drop to single targeting without drastic efficiency reduction?
I can see it working great for single-target blaster teams and for maybe sneaking past if you achieve 100% hits. Or holding off a second aggroing crowd - but why were you grouped with morons who would do that on a regular basis anyhow? Or for allowing the fire blaster to position himself nicely before going fwoosh and then subsequently squuuuish, but...meh...
It's not a hold, and I don't think it's suitable as an alpha strike unless you've nothing else better to lead with. (Like an aoe hold or a tank.)
Oh, and did I mention the pathetic fellow was a ff'er without any shields besides PFF? He had...force bolt.
Come to think of it, maybe he was a PvP build.

[Tankers] Todesengel: were there any changes to taunt with todays patch? couldn't find any mentioning in the update notes :(
[Tankers] Mr. Anename: what do you want changed with taunt?
[Tankers] Thurmin: like what?
[Tankers] Todesengel: redo the changes that came with I4 or at least fix the "bug"
[Tankers] Thurmin: what taunt bug? I am not aware of a bug...
[Tankers] Doc Thunder: there is no "bug"
[Tankers] Doc Thunder: burn's fear component has always been there...now taunt does not work against feared opponents
[Tankers] Thurmin: that's what I thought, I was still enjoying the power of taunt
[Tankers] Todesengel: according to the forums many tanks (including myself) have big probles with taunt and fear
[Tankers] Doc Thunder: ergo people running out of a burn patch is being construed as a 'bug'
[Tankers] Doc Thunder: since in I3, taunt over-rode fear effects
[Tankers] Todesengel: no prob while soling and burn, but in team situations is really bad
[Tankers] Doc Thunder: and no, no changes as far as I'm aware
I really wonder...if only I had a fire tank with burn to test it out. My initial impulse is to just say that fire tanks are not used to handling the new taunt/burn, since they've been too spoiled by everything just sitting inside and dying, taunt or no taunt (just keep blazing aura on with some taunt slotted.)
In the thread, there were Invul and earth tankers complaining about bugged taunts.
Of course, since fire tanks cause the most fear the thread was spammed with fire tanks who couldn't burn anymore.
I definitely noticed something was wrong on the ice tank. Basically stuff running away from me, like they were afraid of me / my aura...which is just damn weird because usually when I turn on chilling embrace they make a beeline for me like nobody's business.
It also made it kind of impossible for me to solo. :P Not that's it's fun to solo as a tank...
I should make a demo of this.
Actually you can help me buy a level 15 magic taunt duration DO too to see if it makes a difference.
Sure. I bet Ravenhill has a contact cracked open for every origin. :)
There might be some kind of bug affecting diff people intermittently. I caught a Control chat where someone noted that they turned on PFF as a level 6 to go to IP Icon, ran right through lvl 24 mobs... who then proceeded to run away in all directions from him.
Something tells me that -that's- not supposed to cause pants-wetting fear. (Except on Assist Ant, of course!!one!1!)
